A National Civil Society Consultative Meeting on Water and Sanitation was held from 3-4th December 2003 at the Conference Hall of Heinrich Boell Foundation (HBF) in Lagos. The meeting attracted over thirty-five participants from 16 Civil Society Organizations in Nigeria.

The meeting was convened to establish a collaborative Civil Society Network on Water and Sanitation and strengthen their engagement in the water and sanitation sector in Nigeria. It was also to build the capacity of participants on the Presidential water initiative, examine the national policy on water and sanitation with a view to mainstreaming Civil Society Organisation (CSOs) activities towards achieving the Millennium Development Goals on water and sanitation as well as draw up a road map for improving water and sanitation services which guarantees their availability and accessibility.

At the end of the Lagos meeting a National Civil Society Network on Water and Sanitation (NEWSAN) was established. ANEEJ was designated as the National Secretariat and produced the National coordinator. Zonal coordinators drawn from the six geo-political zones were also elected to form the National Steering Committee.
